ENGINEER/INDUSTRIAL APPRAISER
P&A is a private firm owned entirely by its employees through an ESOP, and 100% of our clients are governmental appraisal and/or taxing/assessing authorities in Texas and a few other states. In addition to competitive salary and stable employment, we offer comprehensive benefits such as 100% employer-paid medical, 401k match, and company stock.
This position involves the annual preparation and performance of appraisals of multiple complex properties including all facets of the oil and gas industry (upstream, midstream, and downstream), oil and gas mineral interests, refineries, heavy industry including all types of manufacturing and chemical plants, all types of electric power generation (thermal and renewable), regulated utilities (pipelines, electric transmission and distribution, telecom, railroad, cable, water) and associated business personal property for ad valorem tax purposes. These properties are primarily in Texas. Other states currently include Louisiana, Nebraska, and Virginia.
This position requires using various valuation techniques of the cost, sales comparison (market), and income approaches to value. These types of properties typically enjoy a high profile in the communities where located, thus their appraised value often garners much interest and discussion/negotiation with various stakeholders. Reading, writing, communication, negotiation, and thinking/problem solving skills are required, thus why an experienced or at least degreed engineer is preferred to fill this position. A dose of humility and sense of humor is also useful when your valuation opinion isn't embraced by everybody as the only possible answer.
This position is mostly non-remote, working in person at a desk in a small business office setting, occasionally requiring travel for various reasons such as to personally inspect some properties in coordination with the owners and/or their tax agents. Other reasons include attending adjudicative hearings, in-person meetings with clients, and attendance or even participation as a presenter in industry trade conferences. As experience and expertise is acquired over time, additional responsibilities will include mentoring and coordination of appraisers in our five district offices in Fort Worth, Tyler, Amarillo, Houston, and San Angelo. These are the kinds of "services" represented by our department's name.
In summary, this role involves valuation consulting at a high level and requires a take-charge attitude combined with a selfless service work ethic to produce credible valuations with integrity. This is a rare and unique career opportunity for newly graduated engineers and/or seasoned pros alike to help guide P&A into its next 100 years of professional property tax valuation and consulting services.
